What this PR does / why we need it:

pull-kubevirt-e2e-k8s-1.27-sig-compute-1.2 has been failing constantly for the last number of weeks[1]. The other compute presubmit lanes pass successfully.

Move this lane to optional to allow some time for investigation.

We discussed the failures in the recent sig-ci meeting - I agree that it should be made optional. However, IIRC a proof of the failures being solely caused by timeout errors is pending. Aside from that we need to ask due diligence from PR approvers when looking at the failures.

  • key kubevirt-presubmits-1.2.yaml using file github/ci/prow-deploy/files/jobs/kubevirt/kubevirt/kubevirt-presubmits-1.2.yaml
