This enables the output to be written during docker in docker sessions, whereas afterwards the log file will be copied to the ARTIFACTS directory in order to capture it during job runs. Signed-off-by: Daniel Hiller <dhiller@redhat.com>

In order to debug the "unknown blob" error when pushing to quay repositories, we enable the docker debug log.
This PR also contains a job that was modified to use it.
